Course Overview
This course provides attendees with the necessary knowledge and skills to understand compliance requirements within the pipeline industry both onshore and offshore.
In particular, the course will provide attendees with an understanding of key legal requirements, pipeline compliance best practice and enable attendees to review or develop procedures to ensure compliance with the Pipeline Safety Regulations (PSR), Gas Safety (Management) Regulations (GSMR) and Reporting of Injuries Diseases and Dangerous Occurrences Regulations (RIDDOR).
The course will be relevant to existing or new pipelines or pipeline networks operating as high-pressure (Major Accident Hazard) pipelines or a low-pressure gas distribution network.
Attendees will benefit by receiving clear instruction and industry guidance from an experienced pipeline engineer and previously practicing Regulator. The course will be delivered by Mr Duraid Alkazraji who has worked 22 years within the pipeline industry and spent 7 years working as pipelines inspector within the Gas and Pipelines Unit of the HSE working both onshore and offshore. Mr Alkazraji was involved in a number of major incident investigations, prosecutions and enforcements as a pipeline inspector.

Key Requirements
Key requirements of PSR, GS(M)R and RIDDOR in relation to pipelines and pipeline networks.
Outline
Outline what is a pipeline within the meaning of PSR.
Outline what constitutes a network within the meaning of GS(M)R.
Outline what are the key elements of documents such as the MAPD or Gas Safety Case.
Clarify
Clarify what requires notification to the Regulator and importantly timings of when to submit.
RIDDOR reporting requirements in particular what are dangerous occurrences on a pipeline or pipeline network.
Course Content

To give the trainee an understanding of the key legal requirements contained within PSR, GS(M)R and RIDDOR that the pipeline industry must follow to ensure compliance with and monitor performance. Examples of industry best practices, processes and procedures that the industry adopts will also be outlined to attendees.

Provide a clear understanding of what constitutes a ‘pipeline’ within the meaning of the Pipeline Safety Regulations and secondly the limit of where these regulations (PSR and GSMR) apply on a pipeline or pipeline network.

Provide attendees with an understanding of the purpose of the enforcing body (i.e. Health and Safety Executive) and to understand the legal powers under the Health and Safety at Work etc Act 1974.

To provide the trainee with guidance specifically on (i) what notifications require submission to the regulatory body and (ii) timings of these notifications as part of the above Regulations.

Provide attendees with an understanding of the timescales and reporting requirements following a pipeline incident.

What is a dangerous occurrence within the meaning of RIDDOR and how this applies to onshore and offshore pipelines and onshore gas networks; and provide attendees with clear examples where a report must be submitted to the regulatory body.

Provide attendees with an understanding of the reporting requirements for ESDV (Emergency Shut Down Valves), where non compliance has been found with closure times and/or leakoff rates.

To provide a clear understanding of regulatory expectations and content for key documents such as the GS(M)R Safety Case and the MAPD (Major Accident Prevention Document). The course will provide attendees with a list of the essential sections that must be addressed within each document.

Give attendees guidance on what constitutes a material change in relation to a gas safety case and provide a specific example.

To provide attendees with a list of relevant Pipeline Standards, ACoP’s (Approved Codes of Practice) and Regulatory Guidance material that assists the pipeline and gas network industry to maintain compliance.

Published Author on Pipeline Engineering (A Quick Guide to Pipeline Engineering, Woodhead Publishing, 2008).
Previously worked as a HSE Pipeline Inspector (7 Years) responsible for regulating the onshore and offshore pipeline industry in the UK.
Lead on a number of Major Incident Investigations, Enforcements and Prosecutions.
Previous involvement in prosecutions of several major pipeline operators.
