Course Overview

 

This course provides guidance and training on industry best practice for pipeline Right of Way (RoW) Management. This includes monitoring the condition of the pipeline corridor, identification of any unauthorised or anomalous activity, identifying ongoing or potential easement infringements, building developments, and evidence of changes in geohazards along the pipeline such as land slippage, erosion and wash out which may impact the integrity of the pipeline. A clear and consistent approach on pipeline Right of Way management is therefore required and will be discussed as part of this course. The course will be relevant to existing or new operators of pipelines or pipeline networks.

European Statistics on pipeline incident data shows that damage due to third party impact remains a leading cause of pipeline damage. The 10th report of the European Gas Pipeline Incident Group (EGIG) provides pipeline failure data from 1970 to 2016. This shows that over the last ten years, external interference, corrosion, construction defects and ground movement, represent 28%, 25%, 18% and 15%, respectively of the pipeline incidents reported.

Identify

Identify pipeline easement infringements, and what does the pipeline industry do to address and manage any identified easement infringements.

Identify what records must be kept and maintained as part of RoW Management.

Explain

Explain what key elements need to be captured within a Right of Way Management programme.

Explain what is a Control Zone, Consultation Zone and how they apply to pipelines.

Recognise

Recognise the key risks to pipelines when malicious or criminal activity is identified along a pipeline and how these can be monitored as part of a RoW Management programme.

Understand

Understand and explain what are geohazards and what risks they pose to a pipeline.

Course Content

 
  • This course will highlight personal safety issues that need to be considered prior to undertaking an RoW survey. Hazards and control measures will therefore be discussed.

  • To provide a clear understanding of pipeline industry terms such as Easement Agreements, Right of Way, Control Zone, Consultation Zone. This course aims to provide clarity over what industry terms are and how these impact on the management of the pipeline route.

  • To provide guidance on the overall process for conducting Right of Way patrol checks including what a typical RoW checklist should capture based on industry best practice. Typical RoW survey frequencies will also be discussed and highlight industry standards and expectations for typical RoW survey frequencies.

  • It is essential that RoW operators are able to identify, report and investigate geohazards as part of routine RoW surveys. Guidance will therefore be given on what geohazards are, how they should be monitored and how they affect the integrity of a pipeline.

  • The course will highlight the underlying industry regulations and the general process by which developments that are in proximity to a Major Accident Hazard pipeline are either approved or rejected. The course will discuss Land Use Planning (LUP) and the process set by the HSE which is based on a consultation distance (CD) around major hazard sites and Major Accident Hazard pipelines.

  • It is essential that easement infringements (e.g. solar farms, wind farms and fencing) along the pipeline right of way are identified and a clear/consistent approach on infringement management is required. The course will highlight pipeline industry-wide practice on infringements, and how they are managed.

  • Threats to a pipeline due to malicious damage such as theft, terrorism and vandalism are a global problem affecting the pipeline industry. The course will discuss how the above threats are monitored as part of a Right of Way management programme.

  • Published Author on Pipeline Engineering (A Quick Guide to Pipeline Engineering, Woodhead Publishing, 2008).

  • Previously worked as a HSE Pipeline Inspector (7 Years) responsible for regulating the onshore and offshore pipeline industry in the UK.

  • Lead on a number of Major Incident Investigations, Enforcements and Prosecutions.

  • Previous involvement in prosecutions of several major pipeline operators.
